CODE ENFORCEMENT Building and housing codes are the way in which the city exercises its police powers to control construction and maintain the quality of existing structures within the city. Building codes assure the construction of safe structures to protect their occupants and the public from injury resulting from collapse, rapid conflagration or new construction defects. The city has adopted by ordinance #326 the BOCA National Building Code. The code enforcement department is responsible for enforcing the BOCA code and the various other codes adopted by the City of Shamokin. This department also issues permits and licenses. CITY CLERK The city clerk conducts the day-to-day business operations of the city and is responsible for keeping council minutes, compiling ordinances and resolutions and maintaining other records and documents of city council. The clerk also has the power of a notary public to administer oaths pertaining to city business. Some of the other duties of the city clerk include assisting in the preparation and oversight of the city budget, processing payroll and accounts payable/receivable, filing federal, state, local taxes and reports among many other responsibilities. TREASURER'S OFFICE The treasurer is an elected officer and must be competent in accounting practices The city treasurer's office handles the city's accounting for all city funds. The treasurer is responsible for maintaining the city's general ledger and making sure all financial accounts are accurate and up-to-date. The city treasurer also serves as the city tax collector and collects all real estate, per capita, and occupational taxes including 511 taxes. COMMUNITY AND ECONOMIC DEVELOPMENT The community development office is responsible for administering the city's community development block grant program (CDBG). Each year the city is entitled CDBG funds based upon a formula through the Department of Community and Economic Development. The CDBG funds are used to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons. CITY SOLICITOR The solicitor is the chief legal advisor and is responsible for directing the city's legal matters. The solicitor must furnish written legal opinions when requested by council, the mayor or other elected officials. The solicitor prepares all bonds, obligations, contracts, leases, conveyances and assurances to which the city is part, as directed by resolution or ordinance. In addition, the solicitor commences and prosecutes all suits and actions brought by the city, and defends the city or its officers against suits and actions. City Solicitor: H. Robert
