Business Assistance

The City of Shamokin is open to helping new or existing businesses realize their full potential by offering a variety of programs and incentive to stimulate economic growth in the business district.  If you need help identifying funding sources, the City can assist you and point you in the proper direction.  In addition, the City can help leverage incentive packages to recruit potential businesses.  Examples of these incentives are found below and be sure to visit the PA State Find Incentives & Apply for Funding web site.

Hub Zone
The City of Shamokin has the only designated Hub Zone in Northumberland County.

What is the HUBZone Program?  The HUBZone ( Historically Underutilized Business Zone) Program stimulates economic development and creates jobs in urban and rural communities by providing federal contracting preferences to small businesses.  These preferences go to small businesses that obtain HUBZone certification in part by employing staff who live in a HUBZone.  The company must also maintain a "principal office" in one of these specially designated areas.  The program resulted from provisions contained in the Small Business Reauthorization Act of 1997.

For more information visit: https://eweb1.sba.gov/hubzone/internet/ and you can also download hub zone info for more details.

Keystone Opportunity Zone

The PA Governor recently announced the expansion of the KOZ program.  Under the program new or expanding businesses may enter the KOZ and be entitled to property tax abatement.  The City is currently identifying additional parcels to be included into the program.  If you are looking to develop or expand your business and would like KOZ consideration, please contact the City Clerk at Shamokin City Hall (570) 644-0876 for additional information.

Revolving Loan Fund

The City of Shamokin has earmarked over $40,000 of CDBG funds into a revolving loan account.  It is the city's intention to utilize these funds towards community and economic development activities.  In addition, these funds can be used towards the Section 108 program in which the city may be able to offer qualifying businesses low interest loans.
